We see the challenge: 2019 National Assessment of Educational Progress said that Between 24 and 49 percent of fourth-graders performed at or above NAEP Proficient in reading across the states.
Only 18 percent fourth-graders children from low economic communities were proficient in reading and only 19 percent scored as proficient in math, according to an analysis by the U.S. Chamber of Commerce Foundation.
